Leonard Charles and Associates was formed in 1977, not long after the adoption of the California Environmental Quality Act (CEQA) and the National Environmental Protection Act (NEPA). Our constant goal has been to help preserve California's natural and social environment by providing thoroughly objective and technically precise analyses of proposed plans and projects.
California's environmental review process is one of the most rigorous in the nation. Every project that requires discretionary approval by a federal, state or local agency is subject to review under NEPA and CEQA; this ensures that decisions on proposed projects are thoroughly grounded in an objective accounting of the environmental effects.
LCA offers clients expertise in all aspects of environmental review and assessment. We have over thirty years of experience with the regulations and directions set forth in CEQA and NEPA, as well as the subsequent legal decisions interpreting the meaning of these two acts.
In a field often marked by significant contentiousness, LCA strives to be a voice of objectivity to inform the debate and decision-making process. To help ensure that goal, we do not perform environmental assessments or any other work for the private sector.
In addition, LCA provides its clients with a full range of land and resource-planning services, addressing such areas as vegetation, fire, and land management plans, as well as park and trail plans.
